The Enlightenment of the General Average Storage and Waste Theory to Environmental Economics

The theory of general average is an important theory in environmental economics, which emphasizes the externality characteristic of environmental problems, that is, the cost of environmental pollution is externalized by the polluter, which has a negative impact on others. The general average regime is an important part of international maritime law that addresses the issue of loss and damage in the carriage of goods by sea, contributing to the prosperity of international trade in goods by sea. However, in the process of its continuous development and practice, the voice of abolishing the general average system has also followed. By analyzing the enlightenment of the theory of general average on environmental economics, this paper discusses the importance of externality problem solving, public goods management, cooperation and game consideration to environmental protection.
