Development of Occupational Safety Audit Based on Risk Management Approach in Design-Build Contract in Building Project: A Conceptual Framework

Safety is still a significant challenge in the construction industry in Indonesia. Its hallmark is an increase in accidents in construction projects. Former research has shown that the performance of a construction safety management system has been successful in preventing accidents that occur in construction projects. However, the performance of CSMS needs to be evaluated by conducting continuous audits to measure the extent to which it is implemented in construction projects. This research is a study undertaken to develop a safety audit at a building construction project's specific design and build stages. This research reports on the study's conceptual framework that will be carried out to develop a WBS-based safety audit with risk management advances. The implementation of the three stages of the research method includes profiling accidents that occur in construction projects to get a comprehensive picture of accidents, determining the level of risk that causes accidents in construction projects using a risk management approach, and compiling a work safety audit regarding risk control of construction projects using a knowledge management approach. Data analysis used accident reports on construction projects from the Ministry of Public Works and Housing for accident profiling. This research uses a survey questionnaire and then analyzes using the Fuzzy-AHP method to determine the risk level and conduct deep interviews with construction safety experts to develop a safety audit. The results of this study will become recommendations for raising the quality of safety audits in construction projects in Indonesia.
