The chapter is about court councilor A. Turlybaev, who represents the first wave of Kazakhs who received higher education. The knowledge he had gained helped him to serve his people, who were deprived of the rights and opportunity to defend their interests. He became one of the three chairmen of the Alash-Horde government.
