Governance Perspective in University Institutions Through Virtual Digital Environments

摘要

The focus of this study lies in the construction of concepts for the issues faced in deploying a governance strategy in Higher Educational Institutions (HEI) under digital environments; a technical position of understanding from South America is proposed, with the initial hypothesis to gain comprehension about determining aspects and the requirements to improvement. An efficient model of governance can be achieved with the use and application of information and communication technologies (ICT), which make it possible to argue the “how” of the process, the use of ICT, learning and knowledge technologies (LKT), technologies of empowerment and participation (TEP) as change managers in virtual learning to interact in a disruptive manner. The most important achievements of the research are recognizing the legal and digital environment and that of existing technological resources in multiple contexts. The applied method is Design Thinking, where a problem was analyzed in search of a solution by relating approaches to educational managers of the HEI. The contribution of this study is established by the governance concept that differs depending on the size of the HEI and their legal nature and technological mediation with regard to the management model in accordance with the relationship.
