The effectiveness evaluation of overseas project measures is essentially the same as that of domestic project measures, but because the project is located in the resource country, the evaluation of overseas project measures has its own characteristics. In the case of a South America project which is near its expiration, the research on the economic measures evaluation method of oil wells was carried out. Based on the economic evaluation of the single well, the model was established according to “with and without method”. The dividing point between effective and ineffective measures was determined. The risk pre-evaluation of oil geological process measures was carried out, such as conventional fracturing and filling of oil Wells. According to the comparative analysis of economic evaluation, the research on the measures of the case project will significantly improve the economic benefits of the project. In view of the particularity of the operating environment of overseas projects, multiple factors are considered, including geology, engineering, business and economic benefit. The development project is taken as the carrier to strengthen the integration of technology and economic effects. The whole process optimization is deepened, and to some extent the operational risks of the measures is controlled from the source.
