A cosmic muon veto detector (CMVD) is being built around the mini-ICAL detector at the IICHEP, to study the feasibility of building one for a shallow-depth neutrino detector. For this, the CMVD must have a muon detection efficiency better than 99.99% and a false rate of less than \(10^{-5}\) . The CMVD consists of veto walls made of extruded plastic scintillator (EPS) strips. In order to minimise the number of electrical connectors, 2 EPS strips are glued together to form a di-counter (DC). For ease of veto construction, an aggregate unit called tile is made by combining 4 DCs together. The tiles must be extremely light-leak-proof to achieve the false rate criteria. Every tile must be qualified for use in the CMVD. The scintillator tile fabrication and testing procedures and the test results will be discussed.
