The establishment of territorial and spatial planning system is an important measure to improve the spatial governance capacies in China. On the one hand, it solves the problem of overlapping spatial planning, on the other hand, it helps to clarify the ownership of natural resource assets property rights. According to the report delivered at the 19th National Congress of the Communist Party of China, the three lines of ecological protection red lines, permanent basic cropland and urban development boundary are regarded as an significant part for the construction of ecological civilization system, and has also become the core control content of territorial space planning, while the urban development boundary is undoubtedly the most concerned by urban planning practitioners.
