The requirements of an information system (IS) are identified according to the point of view of different types of stakeholders. During the development process of an IS, many stakeholders are involved; and it is indispensable to classify them prior to the requirements elicitation process, so that only those stakeholders can participate in the requirements elicitation process who have interest in the IS development process. Based on our review, we found that there is no classification of stakeholders of an IS based on triple circle stakeholder typology. Therefore, to address this issue, a rule-based fuzzy model is proposed for stakeholders’ classification using triple circle stakeholder typology. In the proposed method, the stakeholders are classified using power, urgency, and legitimacy. Finally, the stakeholders of healthcare management system are identified and classified using the proposed model.
