In the work of emergency rescue, the arrangement of disaster relief materials in advance and the reasonable distribution of materials when the disaster occurs is an important action in the prevention and response to natural disasters. In this process, the selection of suppliers, the location and inventory of facilities, as well as the formulation of material distribution strategies, all need to be included in the scope of decision-making management. This paper establishes a three-level emergency rescue logistics network for suppliers, emergency facilities and disaster sites, and considers the two-stage decision-making of pre-disaster prevention and post-disaster treatment, paying attention to the importance of supplier selection in pre-disaster prevention, and considering the impact of facility damage and uncertainty of demand in the disaster treatment stage. In this paper, a two-stage stochastic programming model is proposed, which is transformed into a mixed integer programming model by using sampling approximate average technology, and then solved by using Gurobi solver. Finally, the application mode of the model is detailed by using real case data, and effective suggestions are put forward for the management decision-making work of relief agencies.
