Based on the multiple streams theory, this study investigates the influence paths of policy change in Beijing’s rural tourism by using the clear set qualitative comparative analysis. The findings show that:1) Among all combinations involving organzation/leadership change, host’s opinion, planning policy, rural poverty alleviationand revitalization policy, market public opinion, and public safety crisis, there are three combination paths influencing city-level rural tourism policy change in Beijing, and five affecting the bureau’s level.2) In the single-factor condition, planning policy is the only prerequisite for changes in rural tourism policy at city level, while tourism bureau policymaking is more likely to be affected by organizational/leadership change. 3) In the three combined paths influencing rural tourism policy change at city level, adopting new regulations is mostly facilitated by policy streams. 4) For the five combined paths affecting tourism bureau policy, political streams have greater explanatory power for policy change.
