This introductory chapter situates Indonesia and Timor Leste as regions of exceptional cultural and archaeological richness, highlighting their global significance from early human history to the colonial and modern eras. It examines the complex relationships between archaeological heritage, cultural values, and local communities, emphasizing tensions between state-led, expert-driven frameworks and community-based understandings of heritage. Drawing on diverse case studies, the chapter explores challenges in heritage management, including development pressures, policy limitations, and communication gaps. It advocates for more inclusive, participatory, and locally grounded approaches, underscoring the importance of collaboration, knowledge co-production, and sustainable strategies in preserving heritage in rapidly changing societies.
