Transport equity is one of the essential aspects of the transportation planning process. It has been a long-time neglected challenge, mainly hindered by economic disparity and lack of policy interventions. Due to this negligence, the government policies and projects intend to benefit the higher income group in terms of low fares (as compared to their salary structures) and hold them less accountable for the over consumption of resources. This has led to unreasonable and unequal transport fares, higher exposure to air pollution and fewer safety provisions for low-income groups. It has adversely affected their standard of living in terms of access to essential utilities, educational and health facilities, and fewer social activities. It is evident that the reduction in transportation costs, transit fares and travel time lead to an increase in transport equity in urban areas. Increase in mobility and accessibility to transit hubs will also add to the equity of transportation sector. Transport equity clearly affects the travel patterns of individuals in any city. The changes in travel patterns affect the choices made by residents and their land usage. To incorporate these changes, the policies should be changed from time to time. Transport planners have been trying to analyze these changes in different ways across the globe. For understanding transport equity, the literature on root drivers and indicators has been consolidated. This paper also reviews the case studies of global cities which have tried to improve their transport equity through action plans or strategies. Their policy instruments will help other cities to follow in their footsteps and create a better policy framework. In India, the development strategies implemented over time through various Five-Year Plans (FYPs) have played a very important role in improving the quality of life. Different transportation related policies were studied in this paper to understand the evolution of transport supply and demand in Indian cities and how they have tried to incorporate the transport equity. An attempt has been made to relate the broad visions of these policies with the dimensions of transport equity. Accordingly, transport-related policy instruments were suggested for Indian cities.
