Determining the Optimal Fare of a Public Transport Monthly Pass Package: The Taipei 1280 Case Study

In April 2018, the Taipei City and New Taipei City governments jointly implemented a multi-mode monthly pass policy called the 1280 Monthly Pass Program, which allows users unlimited rides on the city metro, bus, and bike-sharing systems within a 30-day period. This study investigates the impact of implementing this program on the behavioral changes of public and private mode users in the Taipei metropolitan area. Additionally, this study develops a social welfare function to determine the optimal fare of the monthly pass that maximizes total social benefits. The results indicate that monthly pass users exhibit higher ride frequency, trip distances, transfer frequencies, and riding costs compared to users of other ticket types. Furthermore, the optimal fare for the monthly pass is NT$1015, representing a reduction of NT$185 compared to the original 1280 monthly pass policy.
