In the context of road infrastructures management, the development of an optimal and efficient maintenance plan is fundamental to guaranteeing a safety service for the users and an optimal use of the financial resources. For this purpose, it is essential to implement an appropriate monitoring methodology, which will assist the management bodies in the administration of the network and enable them to prioritize interventions. In 2020, the Inter-University Consortium for the Prediction and Prevention of Major Risks (C.U.G.RI.) and the Southern Highways Company (SAM), in collaboration with the Department of Civil Engineering at the University of Salerno (DICIV), initiated a research project aimed at developing a dynamic surveillance model for the A3 highway (Naples-Pompeii-Salerno), in southern Italy. This model is founded upon a multidisciplinary methodology, which incorporates the input of experts, periodic on-site inspections and instrumental monitoring. This approach is aligned with the Italian “Guidelines for risk classification and management, security assessment and monitoring of existing bridges”, published in 2020 in the wake of the collapse of the Polcevera viaduct in Northern Italy. The principal objective of the project was to develop a Building Management System (BMS) that could integrate GIS, BIM, and each risk representation, in the framework of SIGRI Geospatial Informative System of the Great Risks) of the C.U.G.RI. This was to be achieved through on-site interdisciplinary inspections, a multi-hazards and multi-risks approach, and monitoring data analysis, within a strong multidisciplinary context. The paper outlines the methodology employed in the development of the surveillance model and presents an analysis of the resulting data.
