In a crisis or in situations of social upheaval, police have to display leadership, and they rely on the MSM to portray accurately their role and professional practices and be aware of their legitimate authority. The Police Media Unit facilitates a flow of information that supplements MSM coverage of the crisis event as police assign, dispatch and deploy resources to suppress a riot, negotiate hostage release or catch a murderer on a rampage. Police legitimate authority to maintain order comes from the Law Enforcement (Powers and Responsibilities) Act (2002) s 197. However, political pressure may also be brought to bear upon police coordination and police command and control. While police must be able to respond rapidly to changing situations, they are also required to manage pesky politicians and jittery journalists demanding information which creates perennial challenges for law enforcement.
