During the transition from collective to household operation, the problem of farmers’ tax and fee burden, which had originated in the early stages of the reform and opening up, became more prominent towards the end of the last century. The most notable aspect of this process was several years of stagnated rural income. The central government was very concerned about this issue and began to study the rural tax and fee burden.
