The top policymakers in China recognized the problem of stagnant rural income growth caused by excessive tax and fee burdens. In response, a new round of reforms targeting rural taxes and fees began to impact rural households at the end of the twentieth century. The new administration proceeded with confidence, implementing detailed arrangements for addressing the sannong issues in the ‘No. 1 Document’ of 2004.
