Facing new challenges posed by globalization, informatization, and ecological change, China’s grassroots governance urgently requires innovation, prompting the rise of the “co-creation” model. Centered around joint planning, construction, management, evaluation, and sharing, co-creation emphasizes leadership by party committees and governments, participation of multiple stakeholders, and mass involvement. It aims to effectively integrate governance resources and facilitate broad public participation in decision-making, construction, and management, thereby fostering social consensus and collective spirit. Consequently, co-creation enhances governance efficiency and citizens’ sense of gain, emerging as a crucial pathway for modernizing grassroots social governance in the new era.
