The chapter provides conceptual clarity on what constitutes disability and introduces key models for understanding it. It discusses how disabilities can affect a child's ability to meet developmental milestones, advocating for a broader definition of development that embraces diverse functional abilities. Practical guidance is offered on identifying early signs of developmental delays and implementing early stimulation strategies. The critical role of Early Childhood Intervention (ECI) services is emphasized, with a focus on timely support that can significantly improve developmental outcomes. Drawing from UNICEF’s twin-track approach, the chapter outlines strategies for planning inclusive and equitable services that support both the general development system and the specific needs of children with disabilities.
