This chapter examines Indonesia’s military modernisation during President Joko “Jokowi” Widodo's second term, 2019–2024. President Jokowi deprioritised defence in favour of economic development, infrastructure expansion, and post-COVID-19 recovery, framing it as a tool to spur industrial growth rather than as a strategic necessity. The appointment of Defence Minister Prabowo Subianto, despite initial optimism, failed to substantially accelerate modernisation efforts. Prabowo’s tenure as defence minister was characterised by high-profile procurements frequently driven by political considerations rather than alignment with Indonesia’s genuine strategic needs. The failure to meet Minimum Essential Force (MEF) targets and the absence of a clear post-MEF roadmap underscore the structural and political constraints affecting the country’s defence posture. The chapter concludes by assessing how political economy factors and international dynamics have shaped Indonesia’s uneven military modernisation trajectory.
