To investigate the state of ocean education in Japanese schools and suggest future actions, a text analysis of the practice reports submitted by 988 schools participating in the Ocean Education Pioneer School Program (PSP) was conducted. Text-mining techniques were used to extract words describing the characteristics of the aims, results, and issues of ocean education in elementary junior high, and high schools. As a result of the analysis, it is suggested that continuation and improvement of ocean education will require cooperation among teachers within schools, with the prospect of teacher transfers, and coordination with related organizations. It is also pointed out that identifiers are needed to evaluate the contribution of universities to the schools and communities as a part of university social responsibility. Finally, a support network for ocean education is proposed as a way to address the problems identified in the practice reports, taking into consideration curriculum management as emphasized in the Courses of Study.
