The circular economy is becoming more and more popular due to factors including the reality that 50% of the world’s population lives in cities, unsustainable patterns of production and consumption, and ecological disasters. Public policies continue to be essential in guiding nations towards more circular systems, even if the application of the circular economy as it relates to local government perspective has been studied in a very disjointed way. By using guiding principles for environmentally friendly growth, this research seeks to investigate if and the ways in which local governments support the execution of the circular economy. Utilising desk research analysis, focus groups accompanied by local waste disposal representatives centres and municipalities, we recognised difficulties related to municipal disposal of waste, textile residues management, networking, local business, and human resource distribution that hinder the implementation of the circular economy when local governments do not contribute. We ultimately developed a system for structural solutions after identifying all the national and international practices from various standpoints: gaining knowledge, expressing a vision, governing with reflection, regulation, and bargaining within networks.
