Climate Diplomacy and Carbon Border Adjustment Mechanism in India

The issue of climate change has now taken center stage in global politics due to its urgency. It calls for swift and coordinated collaboration between countries. This paper aims to shed light on the complexities of climate diplomacy and one of its potential tools, the Carbon Border Adjustment Mechanism (CBAM)—an initiative that addresses greenhouse gas emissions. It discusses the concept of CBAM, its necessity and efficacy in terms of reducing the burden on the environment, the role of the European Union (EU) in its design, the impact of CBAM on international trade, and the potential economic and diplomatic consequences that could arise. In the first part of the paper, CBAM is defined and explained, along with the need for such a mechanism. The European Union is claimed to be the driving force behind it and a leading figure in climate change mitigation. The second part presents how carbon border adjustment may impact different industries and how it could affect India specifically. The third part focuses on the diplomatic aspects of the matter and further explains how and why the mechanism could promote climate action and whether it could align with WTO rules. The last part of the paper examines whether the labor and trade implications of CBAM could hinder international collaboration and promote the emergence of trade wars. In addition, it elaborates on how CBAM could impact global trade patterns and developing countries. The future of the mechanism is deliberated, and CBAM has the potential to become a global standard. It also highlights the necessity for coordinated international action on climate change. Climate diplomacy drives the design of CBAM and aims to present a framework that takes environmental, economic, and diplomatic consequences into consideration. Overall, the paper will help clarify the concept of carbon border adjustment, address the most pressing matters regarding it, and expose its potential to become a key tool in mitigating climate change, all while minimizing the negative economic and diplomatic consequences.
