Enhancing Strategic Performance Management System in Higher Education Institutions in the Philippines Through Digitalized e-SPMS

Performance management system is critical to achieving institutional goals and its poor implementation fails to motivate employees and results in dissatisfaction which impact negatively on employee’s productivity levels and outputs causing adverse consequences on organizational effectiveness. This study aims to enhance the Strategic Performance Management System (SPMS) through digitalization using electronic SPMS framework towards better performance of teachers and the institutions in general along instruction, research and extension functions. It involved the one hundred eighty-seven (187) faculty members of the Teacher Education Institutions (TEIs) of the six selected State Colleges and Universities (SUCs) in the Bicol Region, Philippines. The descriptive-evaluative and correlation research design was used with questionnaire as the main data gathering instrument, and document analysis complemented with focus group discussion and unstructured interview. Findings of the study revealed that faculty acceptance and satisfaction on the content and mechanisms of implementation of the performance management system along planning and commitment, monitoring and coaching, review and evaluation, and rewarding and development did not significantly affect institutional performance along licensure examination, research and extension services. Furthermore, the design framework and system garnered 4.84 overall weighted mean in terms of satisfaction with the highest one item on satisfaction with weighted mean of 4.90. This suggests the dire need to promote the digitalized e-SPMS platform to ensure easy access, better monitoring and ensuring holistic performance management approach.
