The objectives of this research were 1) to synthesize a conceptual framework for the development of a competency-based learning management model to enhance professional competency, 2) to design and develop this competency-based learning management model, and 3) to evaluate the learning management model. Five experts in curriculum development and teaching were chosen via purposive sampling. The research tools utilized in this study were derived from the developed competency-based learning management model, specifically designed to enhance professional competency. The results of the research culminate in the establishment of the PLUMB model. This model focuses on professional competency development within the context of vocational education, denoted as vocational competency-based learning (VCBL). VCBL comprises five integral steps: 1) Plan, 2) Learning & Skill, 3) Upskill, 4) Merge, and 5) Blended Assessment. The evaluation of the developed competency-based learning management model to enhance professional competency confirmed its suitability and appropriateness.
