This chapter explores the dynamics of governance, peace, and conflict in Mozambique, focusing on the factors that have fuelled the recurrence of conflict between Renamo and the Frelimo-led government. It contends that the questionable electoral processes have been pivotal in shaping the political landscape, entrenching a politics of exclusion and exacerbating distrust between Renamo and the government. The chapter also explores the lingering military issues, including unfinished Disarmament, Demobilisation, and Reintegration (DDR), remobilisation capacity, and the exclusion of Renamo’s former combatants from leadership positions in the armed forces. The chapter is structured into three sections to provide a comprehensive analysis. The first section scrutinises the determinants of conflict recurrence, unpacking the interplay of political, economic, and military factors. The second section explores the strategies employed for conflict management, investigating both what falls under authoritarian and liberal initiatives. Finally, the third section critically assesses the implementation of the Maputo Accord, shedding light on the challenges and shortcomings in the quest for sustainable peace in Mozambique.
