Cambodia has achieved a remarkable milestone of sustaining robust and inclusive economic growth over about twenty years and is suitable to set up the concept of building resilience with long- and short-term development achievement. The frequency and impacts of climate hazards are increasing regularly, particularly in certain developing nations and their cities. It is critical to better understand how natural disasters affect economies and people. However, urban resilience has weakened due to the high demands of developing countries pursuing rapid economic growth. The rationale of this study is to comprehend the traits of the city, evaluate the urban resilience (UR) to hydrological catastrophes, and indicate the apt schemes to remove the gaps and reduce the restrictions. The study evaluates the socioeconomic, natural and institutional capacity of Phnom Penh for flood resilience. This research utilized qualitative and quantitative methods. In the initial step, group discussions were conducted with public and private sectors using structured questionnaire to identify UR parameters, followed by interviews with key informants to score each UR parameter factor. Quantitative data is then collected through questionnaires, spatial analysis for statistical analysis and disaster frequencies. The results of the study will be useful in bridging current gaps in multi-stakeholder collaboration and data insufficiency in Phnom Penh for resilient urban policy and planning.
