This chapter argues that the publication of a Delphi study is unlikely in itself to lead to any practical change and that implementation needs to be considered when planning a study. Useful ways to facilitate implementation include producing a program logic that makes clear the link between the Delphi study and desired outcomes, using the Delphi method to establish consensus on implementation strategies, including knowledge users as experts and collaborating with an implementing organization.
