Ethics and the Implication of Artificial Intelligence for Decision-Making in the Defence Industry
摘要
The rapid advancement of Artificial Intelligence (AI) technologies has profoundly impacted various sectors, with the defence industry at the forefront. This paper explores the intricate relationship between AI and ethics, particularly focusing on the ethical considerations arising from the integration of AI in defence. As AI capabilities grow increasingly sophisticated, concerns about their ethical implicationsEthical implications in military applications have garnered attention from scholars, policymakers, and the public alike. Over the last two years, humans have generated more data than in the past twenty thousand years. There are three primary reasons for concern about ethical discrimination in AI systems: (1) Automated decision-making systems will be increasingly applied across a wide variety of essential services, including defence; (2) Without understanding these processes, it is challenging to discern whether, when, or how such systems discriminate against ethical principles affecting individuals or groups, challenging the concept of procedural fairness in decision-making; and (3) Hasty implementation of AI risks undermining its benefits by eroding public trust in new technologies. Starting from the ideological premise that the rapid rise of AI brings to the forefront questions about balancing technological possibilities with ethical acceptability, this paper hypothesizes how we should strike that delicate balance concerning decision-making in the defence industry. This involves analyzing economic expectations, gaps in the current regulatory system, and whether a responsible Innovation and Ethics Organization would add value to balancing a world where stakeholders leverage data, potentially leading to new totalitarian regimes or unethical security and defence systems.
