Reshaping Employment Policies in Qatar: Potential Implications of Artificial Intelligence

At a time when the applications of Artificial Intelligence (AI) are accelerating in various fields, questions and concerns are increasing about the repercussions of these applications on human lives. One of the most important areas receiving increasing attention from researchers and practitioners is related to the implications of integrating AI applications on employment policies, workforce dynamics, jobs structures and skills. Labour marketsLabour markets in the GCC region are expected to witness major changes in all aspects in order to seize the opportunities of AI and to face the unprecedented challenges posed by such new smart technologies. From this perspective, this paper attempts to answer a main research question: Can the labour marketLabour markets in the State of Qatar keep pace with the changes and face the challenges imposed by the application of AI technologies? In answering this question, the paper adopts a main proposition that the expansion of the application of AI technologies will entail restructuring labour marketsLabour markets in a way that reflects the importance of focusing on skilled and trained workers who possess the tools to employ these technologies in various sectors. From this perspective, the paper confirms that the future will witness a specific sector in the labour marketLabour markets, namely the unskilled labour sector, being affected more than sectors that possess a minimum level of AI literacy. At the same time, the paper rejects the idea that the expansion of AI applications in various sectors will necessarily lead to machines replacing humans, at least in the foreseeable future. Therefore, the opportunity is now ripe for governments and regulatory bodies to consider how to employ AI technologies in a way that achieves the maximum possible efficiency in the performance of various sectors but preserves the human element capable of dealing with the new challenges posed by these technologies. In light of this claim, the paper will be divided into three main sections. In the first section, the conceptual and theoretical framework for AI will be laid out by shedding light on the concept and its components, as well as its origins and development, leading to what is known today as generative AI. The second section of the paper looks at the potential impacts of the AI revolution on the labour marketLabour markets by identifying the opportunities and challenges facing the labour marketsLabour markets in light of this new variable that has urgently imposed itself on the scene recently. The third section focuses on the Qatari labour market, its nature, and the challenges it faces regarding the expansion of the application of AI technologies. The paper concludes by setting out a number of recommendations on how to deal with the challenges of AI to build future-proof labour markets. The primary findings underscore the necessity for Qatar to vigorously and strategically adopt an AI-centric future, as delineated in its AI Strategy. By leveraging its strengths in technological infrastructure and human capital, Qatar is well-positioned to harness the transformative potential of AI, driving innovation, economic diversification, and sustained growth.
