This chapter addresses the limited empirical research on principal competencies in Southeast Asian turnaround schools. It focuses on developing and validating a leadership behavioural competency scale in Malaysia. Data were collected from 741 primary school teachers across three Peninsular Malaysia states. A rigorous scale development process was employed. Psychometric analyses revealed a three-dimensional scale: (1) cultivating a supportive and engaged school ecosystem, (2) leading collaborative transformation strategically, and (3) fostering a culture of continuous professional growth. The findings underscore context-specific leadership behaviours distinct from Western models. This study offers a theoretical basis for cross-cultural comparisons and future replication.
