This research examines the ability of urban poor in Greater Jakarta to pay for garbage transportation and collection, as well as their willingness to pay for wastewater management. With 717 households involved, it revealed the typical cost of household drinking water and sanitation services was less than or equal to 4% of the minimum wage of the region. Conversely, waste management was still rare (0.3% of the GDP). The total household expenditure per month affected the household’s ability to pay for water and sanitation services’ fees. The government needs to develop cross-subsidy financing for the urban poor, in terms of water and sanitation budgeting.
