Although intrinsic ethnic tensions in the Western Balkans undoubtedly lie at the heart of numerous regional issues, it must be noted that the European Union is not without its own set of shortcomings. The Stability Pact, the Stabilization and Association Process (SAP), and the European Security and Defense Policy have not only faced criticism but have also encountered significant challenges in the region. The ESDP, in particular, continues to grapple with inadequate military and civilian capabilities, along with a pronounced lack of financial commitment.
