This chapter explores issues and challenges of ELT material and curriculum development with a specific reference to China. It adopts World Englishes and Cultural Linguistics theories and reviews critically different models of ELT material and curriculum development. Drawing on the data collected via interviews among Chinese university lecturers, this chapter proposes a “worldliness” of English model for ELT material and curriculum development. This model takes into consideration both the global development of the English language and the local ELT cultural contexts and the needs of the learners and teachers for developing ELT material and curriculum. It can be suggested that ELT professionals should think globally and act locally when they develop material and curriculum, taking into account not only the changing profiles of English but also the cultural conceptualization of “worldliness” of English and the diversity of the users of English in relation to the contexts of ELT worldwide.
