The built environment, encompassing buildings, transportation, power, and public services infrastructure, significantly contributes to global greenhouse gas (GHG) emissions. Buildings are not just inert structures for habitation but dynamic and integral components of the energy and urban systems, which present a significant opportunity for global climate action. Current policies of decarbonizing the building sector target operational carbon, but addressing embodied carbon is crucial for India’s net zero goal, as it quadruples by 2070. An objective analysis of policies through a multilevel governance framework reveals significant gaps, challenges, and opportunities in existing policies, particularly in their adoption and implementation. To effectively decarbonize the sector, allocating more budgets and empowering the state and city governments to drive implementation efforts are proposed. Data disclosure of a) actual performance to enhance compliance for operational energy codes; b) embodied carbon for energy-intensive building materials is proposed to initiate efforts to develop more stringent policies subsequently. Additionally, given the enormity of the challenge and the scale-up needed, recognizing the indispensable roles of, and working closely with, the manufacturers, developers, financiers, and citizens in steering building decarbonization will be crucial. This chapter explores several of these aspects to guide comprehensive efforts toward decarbonizing the built environment in India.
