This chapter examines Malaysia’s approach to aerodrome safety and security governance, highlighting the country’s efforts to comply with international standards set by the International Civil Aviation Organization (ICAO). It explores the various challenges Malaysia faces in modernising its aviation safety and security framework, focusing on the role of key initiatives such as the Civil Aviation Regulation (Security) 2019, the Security Management System (SeMS), and the Advance Passenger Screening System (APSS). The article discusses how Malaysia has adopted a risk-based approach to improve the efficiency of aviation governance and enhance passenger experiences while addressing significant challenges such as inter-agency coordination, infrastructure costs, and skilled personnel shortages. The discussion underscores the importance of integrating safety measures across all levels of aviation operations, from airside to landside areas. The article highlights how the SeMS and APSS systems, particularly, are designed to ensure that Malaysia’s aviation security framework is robust and compliant with international standards. However, implementation delays due to administrative restructuring, legal reforms, and the need for global cooperation are also examined. The findings suggest that while Malaysia has made substantial progress, it still needs to achieve ICAO compliance, particularly in data privacy, cybersecurity, and inter-agency collaboration. This article concludes that ongoing reforms and enhanced cooperation between government bodies, industry stakeholders, and international organisations are crucial for positioning Malaysia as a leading global aviation hub with solid safety and security standards at the core of its operations.
