Airport noise pollution poses a complex challenge, intensified by the growth in global air traffic and advancements in aircraft technology. Despite significant reductions in noise from individual aircraft, the overall noise footprint has expanded due to increased air traffic and the introduction of larger aircraft. This issue has become particularly contentious for communities living near airports, resulting in increased public opposition and complaints. To address these challenges, the International Civil Aviation Organization (ICAO) has promoted the Balanced Approach to airport noise management. This approach emphasises a comprehensive strategy comprising four key elements: noise reduction at the source, land-use planning and management, noise abatement operational procedures, and operating restrictions. In China, the regulatory framework has evolved from basic airworthiness standards to more detailed noise regulations, though gaps and inconsistencies persist. This chapter examines the historical evolution of airport noise regulations in China, evaluates the current regulatory framework, and suggests how integrating the ICAO Balanced Approach into domestic laws and regulations could improve airport noise management in China. Aligning domestic regulations with international standards could establish a more effective, self-standing framework for mitigating airport noise pollution, benefiting the environment, affected communities, and the civil aviation market.
