In 2010, the Ministry of Civil Aviation of India suddenly converted the Bhopal airport into a “seasonal” international airport to facilitate Hajj travellers. While the basic function and operational character may look very similar in all airports and in India, aerodrome licencing requirements are also very similar for all airports, there are certain additional safety and security requirements for an international airport. The reasons behind it are primarily two-fold. First, the magnitude of daily operations is considerably greater in the case of an international airport, and secondly, the cross-border movements of cargo and passengers must be strictly regulated to control transnational offences. Bhopal, being a seasonal international airport, may face certain legal challenges in terms of regulatory or environmental compliances, cross-border legal issues, complexities regarding insurance liability, security breaches or violation of customs law. Besides the legal challenges, in such airports, the infrastructure may not be adequate for handling such huge air traffic during seasonal operations and will eventually generate safety threats. Such infrastructural challenges may include the understaffed Air Traffic Control, runway safety mechanism, inadequate visual aid facilities, passenger amenities, etc. Therefore, an airport should never have such a confusing status, and it can only be either an international or a domestic one.
