Telecommunications and electricity networks are classified among lifelines utilities and critical infrastructure systems. Such systems provide services that are essential to the wellbeing and development of modern societies. Their disturbance and destruction have significant impacts which can be characterized by the geographic area of damages, and quantified by economic losses, number of persons affected, and speed to recover. This research primarily focuses on the resilience of the communication lifeline, considering its dependency to electricity. In a context of response to natural hazards, this is of primary importance, as telecommunication systems provide with situational awareness within affected communities, support search and rescue operations and help coordinating the restoration process of other critical infrastructure services.
