This chapter explores stakeholders’ perspectives and perceptions on the implementation of teacher exchange and rotation policy in China, a key component of the country’s regional compulsory education reform aimed at balancing education quality. Through qualitative interviews with 10 officials, 8 principals (or vice principals) of schools participating in teacher exchange rotation, and 12 teachers to present their in-depth reflections and understandings of teacher exchange and rotation policy in China the study uncovers challenges such as teachers’ difficulty adapting to new environments, a lack of supervision and evaluation mechanisms in participating schools, and inflexible administrative arrangements. Recommendations include creating a structured resource integration mechanism, standardizing the exchange rotation process, and fostering professional growth opportunities for teachers through supportive platforms.
