This paper studied the issue of the role and influence of gender neutrality of universities from the position of an increase in their inclusiveness and support for equal rights for higher education applicants, regardless of sex, age, social origin, etc. The research methodology is multidisciplinary, it is based on the principles of social constructivism and a formal legal approach to the identification of human rights and conditions of support for their equality. The methodological framework of this work lies in gender sociology and is based on the methods of generalisation, analysis, synthesis, comparison, observation, and the graphical method. This work determines the essence of gender and gender neutrality and characterises their place in the system of support for system of ensuring the equality of human rights. Focus is made on global institutions of support for equality of rights for all genders, analysis of the access of men and women to higher education is performed, and the main risks for universities regarding the violation of the rules of gender policy in the process of universities’ educational activities are determined. The novelty of this work lies in the conceptual substantiation of the role of gender neutrality for compliance with the terms of gender equality and inclusiveness in modern universities. Conclusions regarding the absence of critical problems from the position of discrimination of women in education in Russia and countries of Central Asia and Russia and regarding the substantiation of the necessity of taking measures for raising the role of women in science and education are made.
