The research focuses on developing an approach to state regulation of sustainable development of EdTech based on university 4.0 in Russia and Central Asia for the strategic academic leadership of these countries. To achieve this goal, the research explores the advanced experience of sustainable development of EdTech based on universities 4.0 in Russia and Central Asia in the interests of the strategic academic leadership of these countries using the method of regression analysis. The author compiled economic-mathematical models reflecting the regression dependence of the sustainability of EdTech development on the implementation of measures of state regulation of the activities of universities 4.0 in Russia and Central Asia in 2023. The theoretical significance of the compiled model is associated with the fact that it refined the specificity of sustainable development of EdTech based on universities 4.0 in Russia and Central Asia. In accordance with the model obtained, the author proposes a new approach to state regulation of sustainable development of EdTech and universities 4.0 in Russia and Central Asia. The novelty and essence of the author’s approach lie in focusing on the most effective measures of state regulation of sustainable development of EdTech and universities 4.0 in Russia and Central Asia. These measures include stimulating the introduction of advanced technologies, financing science, and creating favorable conditions for academic mobility. The practical significance of the new approach is associated with the fact that its implementation will strengthen the strategic academic leadership of Russia and Central Asia in the Decade of Action, coinciding with the Decade of Science and Technology (until 2030).
