The Tokyo Bay Area, Japan’s largest industrial cluster, serves as the nation’s political, economic, educational, and technological hub. From its early industrial origins to the emergence of modern industries, its development has unfolded in several stages, ultimately establishing it as a globally recognized bay area. This success has been driven by the synergy of the troika of sci-tech innovation, finance, and talent—each of which has contributed valuable lessons for the development of bay areas worldwide. On the other hand, the region now faces a range of challenges, both internal and external, including those related to population, economy, and environment. Addressing these challenges and restoring the area’s former glory is a critical task moving forward.
