A case is made for integrating qualitative insights with quantitative metrics to better understand sociotechnical dynamics, along with mathematical methods for data representation and uncertainty quantification. The work further explores decision-making frameworks and proposes a methodology with four objectives using digital twins and machine learning to optimize ORE deployment. The conclusion emphasizes the need to incorporate social phenomena into ORE system design and operation. This work is essential for stakeholders, policymakers, and project developers, aiming to elevate the integration of social considerations in ORE development.
