The outcome or output of private-led urban development is examined in this chapter. Examining the nature of private-led development in Ruwa is important in understanding the impact of these companies and private capital on the development of the area and urban development in general. This evaluation is based on the main tenets of urban and town development provided by section 14 of the Urban Councils Act (chapter 29:15) of 1997. It reveals the major characteristics of PLDC-led development. The developer companies’ efforts to fulfil the requirements of the Act are examined in detail. The chapter assesses how much locals participate in creating their urban environments in a context of privately directed urban development. This is accomplished by verifying that the end result of development driven by the private sector reflects the preferences of the general populace. The chapter further analyses the economic environment in which the developer companies operated in Zimbabwe, which influenced and/or determined the success of their model of development in Ruwa. The implementation of regulations and policies by the Ruwa local authorities determined the operations of PLDCs in the town and the achievement of their objectives in infrastructural development. This chapter marks the epilogue of the book by reiterating the importance of the private sector in today’s urban development albeit challenges and risks involved when engaging these entities.
