The chapter compares the areas developed by private developers with those developed by the public sector (Ruwa Local Authority and the government of Zimbabwe) in order to evaluate the contribution of the private entities in Ruwa’s development. Most of the residential and commercial areas were developed using private capital, while the Council together with the government developed only 2 of the 12 major suburbs in Ruwa. The comparison shows that private-led development was superior to public sector-led development in both planning and infrastructure development. The comparison gives insights into the best alternatives to post-colonial urban development in Zimbabwe in general and Ruwa Town in particular at a time when the government of Zimbabwe is contemplating adopting the private-public partnership approach to urban development. The comparison proves that the companies were more effective in providing quality infrastructure. Although some of the companies had some shortcomings which retarded growth in the area, the chapter contends that they were the most appropriate vehicles of transformation in Zimbabwe’s urban development transformation process from a public-led approach to a neo-liberal approach.
