Following private developer’s entry into the urban land market and subsequent integration into Ruwa‘s urban development, the chapter examines the relationships between these private organisations and other local players. The chapter explores the tripartite relationship between private developers, residents, and the local authority in the development of Ruwa. It illustrates that hostile relationships between private interest groups, residents, and the local authority in Ruwa delayed the development process and undermined the role of private investment in the growth of the area. Developer companies like Barochit and the Zimbabwe Housing Company were notorious for failing to cooperate with both the Ruwa Local Authority and residents by breaching communication with all parties involved in the local development. This situation retarded the development of the area which relied much on the collaboration of the tripartite partners. The chapter notes that there were both cordial and hostile relationships among stakeholders during the development process of the town. This historical analysis of urban development stakeholders in Ruwa proves that good management of hostile relations is the major determinant of effective and efficient PPP-led urban development. The chapter starts a discussion on resident’s participation in the development process of the town, a theme which is discussed fully in Chap. 6 when evaluating the outcome of private sector-led development.
