This study examines the process by which anti-LGBTQIA+ sentiments are formed and circulated in Korean society and addresses the social and discursive justifications for homophobia centered on Korean conservative Protestantism that continue to influence the debate on anti-discrimination legislation. Since the 2010s, homophobia among conservative Protestant groups has intensified, and they have used the concept of gender binary and argued that “gender” should be excluded from school curricula. Conservative Protestant groups are actively involved in the field of youth education, and they are attempting to remove sexuality education books from libraries. They classify sexuality education books as “obscene books” and claim that sexual minorities are obscene by themselves. This study traces the anti-LGBTQIA+ discourse that began to influence the education sector in the mid-2010s. The combination of conservative forces exerting social pressure under the veneer of democracy in the form of civil complaints and the media’s practice of non-reporting on related issues is making it difficult to discuss these issues in the public sphere. This study proposes conditions under which counterarguments to the exclusion of sexual minorities can be formed and a reconfiguration of the discourse on equal rights.
