BRICS have gained prominence as global players in strengthening multilateralism, and the cooperation on peace and security progressively gained relevance in their agenda in the last few years. Despite the recognition of the potential of Information and Communication Technologies (ICTs) for growth and development, BRICS express concern over the increasing level and complexity of the misuse of ICTs. Since the Ethekwini Declaration, BRICS have reaffirmed their commitment to the promotion of an open, secure, and peaceful ICT-environment, underscoring the importance of enhancing common understandings and intensifying cooperation in the use of ICTs. From an external perspective, BRICS have demonstrated a willingness to cooperate in the implementation of the mandate adopted by the UNGA resolution 75/282 in promoting constructive dialogue on ensuring ICT-security and developing a universal legal framework in this realm. From an internal dimension, BRICS have acknowledged the need to advance practical intra-BRICS cooperation on ensuring security in the use of ICTs. Therefore, considering the expansion of ICTs as a threat to international peace and security, and the BRICS approach in this area, this chapter aims to analyse whether and how the multilateral instruments at BRICS’ disposal can be applied by the group to address the security threats posed by new technologies; creating a new sector in which BRICS may expand its global relevance.
