Jakarta and Semarang are densely populated cities, especially along the coasts of the two regions. As a result of climate change, these cities are facing a major socio-ecological crisis which may lead to disasters such as tidal floods, landslides, high waves, clean water crises, and plastic waste. However, infrastructure development in these two cities has made urban areas prone to disasters and has implications for social crises, such as marginalization, poverty, and social exclusion. This chapter aims to determine the impact of reducing the risk of tidal floods especially in the cities of Jakarta and Semarang, by using a community-centered paradigm that focuses on four variables: (1) local knowledge and wisdom about disaster risk; (2) stakeholder involvement in warning system services; (3) dissemination of the warning system to beneficiaries; and (4) the ability to act and react to disasters. Using qualitative methods with descriptive analysis based on in-depth interviews and FGDs with stakeholders, this chapter describes the local wisdom of the people in these two cities as a regional government approach to coastal city governance.
